  • Half of humanity – 3.5 billion people – lives in cities today and 5 billion people are projected to live in cities by 2030.
  • The world’s cities occupy just 3 percent of the Earth’s land, but account for 60-80 percent of energy consumption and 75 percent of carbon emissions. (全世界的城市僅佔地球土地面積的3%,但卻消耗60-80%的能源,並佔總碳排75%)
  • As of 2016, 90% of urban dwellers have been breathing unsafe air, resulting in 4.2 million deaths due to ambient air pollution. More than half of the global urban population were exposed to air pollution levels at least 2.5 times higher than the safety standard.

Target 目標

11.1 By 2030, ensure access for all to adequate, safe and affordable housing and basic services and upgrade slums 在西元 2030 年前,確保所有的人都可取得適當的、安全的,以及負擔的起的住宅與基本服務,並改善貧民窟。

11.2 By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons 在西元 2030 年以前,為所有的人提供安全的、負擔的起、可使用的,以及可永續發展的交通運輸系統,改善道路安全,尤其是擴大公共運輸,特別注意弱勢族群、婦女、兒童、身心障礙者以及老年人的需求。

11.3 By 2030, enhance inclusive and sustainable urbanization and capacity for participatory, integrated and sustainable human settlement planning and management in all countries 在西元 2030 年以前,提高融合的、包容的以及可永續發展的都市化與容積,以讓所有的國家落實參與性、一體性以及可永續發展的人類定居規劃與管理。

11.4 Strengthen efforts to protect and safeguard the world’s cultural and natural heritage 在全球的文化與自然遺產的保護上,進一步努力。

11.5 By 2030, significantly reduce the number of deaths and the number of people affected and substantially decrease the direct economic losses relative to global gross domestic product caused by disasters, including water-related disasters, with a focus on protecting the poor and people in vulnerable situations 在西元 2030 年以前,大幅減少災害的死亡數以及受影響的人數,並將災害所造成的 GDP 經濟損失減少 y%,包括跟水有關的傷害,並將焦點放在保護弱勢族群與貧窮者。

11.6 By 2030, reduce the adverse per capita environmental impact of cities, including by paying special attention to air quality and municipal and other waste management 在西元 2030 年以前,減少都市對環境的有害影響,其中包括特別注意空氣品質、都市管理與廢棄物管理。

11.B By 2020, substantially increase the number of cities and human settlements adopting and implementing integrated policies and plans towards inclusion, resource efficiency, mitigation and adaptation to climate change, resilience to disasters, and develop and implement, in line with the Sendai Framework for Disaster Risk Reduction 2015-2030, holistic disaster risk management at all levels 在西元 2020 年以前,致使在包容、融合、資源效率、移民、氣候變遷適應、災後復原能力上落實一體政策與計畫的都市與地點數目增加 x%,依照日本兵庫縣架構管理所有階層的災害風險。

11.C Support least developed countries, including through financial and technical assistance, in building sustainable and resilient buildings utilizing local materials 支援開發度最低的國家,以妥善使用當地的建材,營建具有災後復原能力且可永續的建築,作法包括財務與技術上的協助。
